NOTE: constant values are reassigned; userland applications which
use bindv6only_restriction and mobility should be recompiled.

* kernel/linux24/ipv6/ip6_output.c: fixed to be able to use IPsec with
CONFIG_IPV6_MOBILITY on: When using IPsec with CONFIG_IPV6_MOBILITY,
the IPsec packet was not sent.
XXX: it doesn't mean ipsec-ha draft support.
