Hi,
have you already contacted the FreeS/WAN people?
For a EU project (6init) we have taken source code from a diploma thesis
(written by Stefan Schlott) that enhances the Linux IPv6 Stack with
IPSec transport mode. We have expanded its functionality to support
tunnel mode and to use the SADB of FreeS/WAN.
If you like, we can make the source code available to you.
