In fact the ipv6 stack does not export those functions when compiled
statically.  So I would not say it's our restriction.

A related matter is compiling MIPv6 statically, which is not possible
at the time.  This is really our restriction and due to the fact that
mobile_ip6.o is configured to be cn, mn or ha when insmod'ed.  We are
working on a solution for this, but don't hold your breath.

We do clearly state this in the INSTALL instruction file distributed
with our implementation.  I don't know whether this file is included
in the USAGI distribution or where it is located there.  You can find
it at http://www.mipl.mediapoli.com/INSTALL.  Also the site has a
wealth of information about the MIPL (HUT) Mobile IPv6 implementation.
