Probably, I understand current problem incorrectly. So, elaborate, please.

We do not have any flag, which blocks forwarding of packets
received on some interface. This is duty of firewall.

We do have such flag for IPv4, because this functionality is obtained
gratuitously and it is silly not to accept donations. :-)

What's about all the rest, all these things may/should be controlled
by different flags. Even combination "send RAs" + "but do not forward"
is not illegal.
