(usagi-users 00766) 8bit transportable telnet?

I report a bug(or feature?) of telnet.

I use RedHat7.0J and usagi-snap20010806, and I feel
usagi's netkit-telnet cannot transport 8bit character.
(I failed to transport EUC code)
RedHat7.0J's /usr/bin/telnet can.

This bug heppened when EUC code was transmitted.
Receiving EUC code is OK.
TEST:   /usr/bin/telnet localhost
	emacs hoge
	(input EUC code by kinput2)
	OK

	/usr/local/v6/bin/telnet lcoalhost
	emacs hoge
	(input EUC code by kinput2)
	NG

Is this feature known? 
and sorry for I cannot fix.(report only)
