I'm not sure I understood you.
The problem is how to capture the packets?? If so, you have to set
a flag with the setsockopt function. The flag is ROUTER_ALERT. And if
you want to forward the packet, you only have to send it by means of
the write, send, etc. functions.
I hope this information might help you. If not, tell me exactly
what the problem is.
