My /etc/hosts.equiv is empty...tried adding the IPv6 hostnames...no change.
I'm using an /etc/hosts file with an /etc/nsswitch.conf file having "hosts
= files dns".,,,I even tried using "hosts = files", but had the same
results. I'm not too familiar with PAM and the information within the
/etc/pam.d directory, but from reading the manpage, shouldn't I be able to
turn off password checking all together?

Well, netstat looks OK. Looks like you have the IPv6 names and addresses
in the /etc/hosts file? Or in DNS records? If they're in DNS, make sure
the forward and reverse records match.

Oh... You're doing this with root. The default setup for rlogind is to
disallow a .rhosts file for root. If that was disabled for your system,
then IPv4 logins shouldn't work, unless you have the IPv4 hostname in
/etc/hosts.equiv and not the IPv6 hostnames. What's in /etc/hosts.equiv?

I wouldn't think this is a PAM problem, since it works with IPv4 and not
IPv6. Unless you're suggesting disabling password checking altogether...
