(usagi-users 01367) How to configure IPsec

I downloaded and successfully installed binary version of usagi for Redhat. 
I don't know what tools are available to create Security policy and 
association. I tried to install Frees/wan tools as described in one of the 
posting in this web site, but I get error saying 'trouble writing to 
pfkey_socket'. I get command not found error If I type pfkey command.

Can any one please help me to find a tool to create securiy policy and 
association.
