I ask you to confirm your configuration of the kernel. If you want to use
IPsec, you set up your kernel. There is a IPsec HOWTO document in 
usagi/doc/HOWTO. Please see it.

Applicaitons and tools included in USAGI are installed under /usr/local/v6/
by default. Pfkey command is install under /usr/local/v6/bin.
Please check your command path.
