Maybe it derived from RHL radvd rpm.

If you want to run usagi-kit radvd(i.e. /usr/local/v6/sbin/radvd), 
it reads /usr/local/v6/etc/radvd.conf.
The prefix "/usr/local/v6" depends on your installing setting.
