Thanx a lot. I guess, I also made the same mistake. Now, I abled to compile 
and load the new kernel. But seems like pfkey was not installed 
automatically for this USAGI kit as it was said in IPsec HOWTO document. I 
tried to install myself pfkey and pluto but in both case got errors! For 
pfkey, the error I got is:

/usr/bin/install: cannot create regular file `/usr/local/v6/sbin´: No such 
file or directory

And for pluto I got:

/usr/bin/ld: cannot find -linet6


Any suggestion??
