Sorry, I have never run the IPsec with the environment.
Which side did you run thereal?
There is an issue that is a inbound packet is delivered to
raw socket after decryption.

I have no time to trace your report now. But I will do that
without vmware because I can not user it.

Please try it with 2 hosts and tap between them by using HUB.
