AFAIK, ISATAP is well-supported by the USAGI kit. here's a brief
installation HOWTO (unfortunately not ISATAP-specific) for the USAGI kit:

it should work without problems in RH 9.
BTW: you may want to take a look at the file inside the doc/HOWTO/ISATAP
USAGI kit.
