Did you modify the file following my second mail ? If yes, if you want
to process RA, accept_ra must be > 1, so you can try this (replace eth0
with the name of your NIC) :
# sysctl -w net.ipv6.conf.eth0.accept_ra=2

and RA will be processed even if forwarding is set to 1.
It works fine on my computer.
