(usagi-users 03013) TAHI seek time problem

Hi friends,
I have a strange problem. Now I am testing the IPv6
stack of our router using TAHI scripts to get the
Phase 1 certification.Our Router is working based on
usagi patched Linux Kernel 2.4.18.   

                While testing Neighboour discovery
category, some times echo replies are being discarded.
We have been trying to find the solution from past 15
days. We found one reason. If the packets are coming
before seektime(This time is calculated in TAHI
scripts), they are being discarded. We found that echo
replies are being recived by host but host is
discarding them, if it comes before the seektime.

Only 1 or 2 tests are failing in the Neigbour
discovery category due to seek time. Every time
different tests are failing. Some times all tests are
successful. Some times 1 or 2 tests are failing.

                 Please help me to find the soultion.
I don't understand the need of seek time in tahi
scripts. If I am modfying seek time value as Zero in
TAHI scripts , Everything is working well.
